This starter kit includes all equipment necessary to brew and bottle 5-gallon batches of great beer.  This is a "single stage" kit, so it includes one fermenting bucket.  The other bucket that you can see in the picture is a bottling bucket, which shouldn't be used as a secondary fermentor.

Single stage fermentation is sufficient for making most home brew recipes, especially ales and wheat beers. If you're interested in brewing strong ales or lagers, you should consider one of our two stage starter kits. (Two stage kits come with a secondary fermentor, which is always made out of glass.  A secondary fermentor is useful for ageing & clarifying. You can always buy a secondary fermentor at a later time.)
